1) Support Owner-Occupied home ownership. The family home is one of the few avenues for working and middle class families to build wealth. ​ 2) Protecting the rights of taxpayers. Closing loopholes and providing transparency and access to build public trust and cooperation. 3) Supporting the department and the Assessors in their constitutional duty to fairly administer California's property tax system.

David believes the public deserves elected representation to provide oversight of the complicated property tax system. The fifty-eight county assessors rely on the guidance, training, and services provided by the Board. The Board's State Assessment function is a vital piece of California's property tax structure.

What is your stand on proposition 13? I have worked under Prop 13 my entire career, both at the Los Angeles County Assessor and the Board of Equalization. I don't know how families would have been able to stay in their home without protection from California's brutal real estate environment. Many believe that Proposition 13 is written in stone. In fact, property tax law changes every year. You deserve someone with the experience and knowledge necessary to navigate these changes. The Board of Equalization administers the property tax system and oversees the fifty-eight County Assessors. ​ This is exactly the work I have been dedicated to throughout my career. For thirty years I have been a passionate defender of your property tax rights at the Board of Equalization.   This has been my life's work. Every year there are challenges and changes to the property tax system that have substantial impacts on California families and communities.   It is more important now than ever to have an individual with this unique form of expertise to guide the Board of Equalization on the best path forward. ​ As your elected Board member, I will lead the Board to understand the impacts of their actions and strive to address the neglected elements of our system.   I will act on opportunities that will improve efficiency, fairness, and contribute to the health of our community.       There is so much that can be done. Please join me in ensuring a bright future for California and our property tax system.
